| January 23, MA Governor opens FY09 budget process with detailed release of estimates The Governor's fy2009 budget is slowly making its way to the internet. Local Aid distributions are here: http://www.mass.gov/bb/h1/fy2009h1/os2_09/h3.htm There is a link near the top of the page for Cherry Sheet info, or it is: http://www.mass.gov/?pageID=dorsubtopic...FY2009+Cherry+Sheets&sid=Ador For Bridgewater-Raynham, top line Chapter 70 in FY08 was $20,734,543. The Governor's proposal FY09 is $21,612,939. (representing a 4.2% increase) Remember - this is top line before any adjustments, offsets or charges. Taking into account adjustments: Reduced Regional School Transportation funding Increased estimated School Choice Tuitions Decreased estimated charges for School Choice Sending Tuitions The bottom line from the State for FY09 is $22,342,096 vs. FY08 of $21,332,056. (representing a 4.7% increase) For the Town of Bridgewater, estimated receipts will increase from FY08 of $4,717,807 vs. FY09 of $4,728,145. $25,000 in revenue is lost in the Regional Public Libraries line item. Estimated charges will also increase from FY08 of $432,863 to FY09 of $454,429. The majority of the increase in charges is a $16,613 for Retired Teachers Health Insurance (a 12% increase). Bottom line, Bridgewater is estimated to receive $11,228 less than last year. For the Town of Raynham, estimated receipts will increase from FY08 of $2,076,484 vs. FY09 of $2,088,132. Estimated charges will decrease from FY08 of $317,698 to FY09 of $307,827. Bottom line, Raynham is estimated to receive $21,519 more than last year. Keep in mind, as previously written here and in the Boston papers, caution should be the word of the day. Early info on the budget discussed the inclusion of $300M in gambling related revenue and an additional $300M in revenue to the State by "closing certain business tax" issues. Without these two revenue enhancements, that would leave a pretty large hole in the State budget. So, the increases listed in this budget may not hold as the House and Senate put together their proposals. |
