December 23, Preliminary Expense “Draft” Proposal for Bridgewater-Raynham for FY2007

It is important to note a few things about the following 9-page document:

   a) This draft document has been prepared by the B-R Administration, in consultation with principals and heads of various departments.
   b) The report details EXPENSE only.  No extrapolation can nor should be made to town assessments.
   c) After February 1, 2006, further refinements can be made once teacher status changes are recorded and preliminary estimates of state funding (from the Governor’s fy07 Budget proposal).

Some areas of the budget that may draw attention:
   a) 3000-accounts, Student Services; approx 14% increase
      a. Special Ed Transportation; about $250k increase
      b. Athletics, Activities; about $200k increase
   b) 4000-accounts, Operations/Maintenance; approx 10% increase
      a. Heat, Utilities, Snow; about $295k increase
   c) 5000-accounts, Fixed (Insurance/Retirements); approx 11% increase
   d) 7000-accounts, Modulars; excluded as non-operational expenses
   e) 8000-accounts, Debt; excluded as non-operational expenses
   f) 9000-accounts, Tuitions; approx 10% increase
      a. Collaborative Tuitions; about $420k increase

The Expense Draft was created to allow all parties to begin working with the budget for FY2007.  The B-R Budget Sub-Committee and full Committee received the report earlier this week.

To clarify on future timelines:
The new high school will open August 2007, which means it will be part of the FY2008 budget.
When the new high school opens, rehab work will be done on the current high school.  Therefore, August 2008 will be the first time (current estimate) that all school buildings will be open and operational – therefore, this will be the FY2009 budget.
