| June 13, Commentary on Bridgewater Selectmen Budget request for $600k transfer at Town Mtg
At tonight's Bridgewater Town Meeting, the Board fo Selectmen will be making a motion to amend their printed budget proposal (available on the Town's BridgewaterMA.org website). Whiel the intial discussion about this transfer referenced the Town's Pension Account, tonight's motion is expected to remove $600k from the Town's Insurance Accounts. I have the same concern about a transfer from the Insurance Account that I had on June 6th to the proposal to short the Town Pension Account. In both cases, this is a bad proposal. To knowingly short-fund an Account that is known to need the money is bad money management, and is bad budgeting. It is not for me to comment on the legality of knowingly short-funding a known budget amount; however, this approach does at least call into question fair and honest budgeting. A budget is supposed to be a good-faith estimate of income and expenses. To knowingly budget less than the estimated expense category is wrong. I therefore urge the rejection of any Motion or Article that includes any efforts along these lines at tonight's Bridgewater Town Meeting. |
