May 26, Joint Town Meeting... a precursor to a move to de-Regionalize?

  Talk of de-Regionalization had calmed from last fall.  However, there is growing talk about what effects - positive and negative - that de-Regionalizing the Bridgewater-Raynham School System would have.  Cause and effect -- the cause is the calling of the Joint Town Meeting; the effect is anger by citizens at the process by which budgets will be determined.  The two types of de-Regionalization are:

(a) De-Regionalize Kindergarten thru Grade 8 (K-8) is fairly straightforward.  An Article put on a Town Meeting Warrant by virtue of 10 or 100 signatures (depending on type of meeting), and a majority of citizens voting to withdraw.  It takes effect after another complete school year. [For example, a vote prior to 6/30/2005 would take effect on 7/1/2007.]  Either town can initiate this process.

(b) De-Regionalize all (K-12) is more involved.  1000 signatures are needed to begin the process.  Also, both towns must agree to separate.  This is a key difference from option (a).  In option (a), either town could vote to withdraw grades K-8 and it will be done.
