| November 30, Pioneer Institute for Public Policy Research Better Government Competition For the 14th year, the Pioneer Institute is offering prizes for ideas to improve a facet of government. New this year is a special prize for college students. This year, there are four areas that are being considered: (1) Educational Excellence: non-traditional adult learning; (2) Effective Public Management: Massachusetts' ongoing budget deficit; (3) Economic Opportunity: growth of local business; (4) Emerging Issues: environmental markets.
